Serious piling problem is found in two of the blocks of a newly established housing estate. ICAC carries out investigation on Housing Department and their contractor CHAN LIK TO. Investigator IRENE discovers that the chief engineers LEUNG TIK WAI and LAI CHI KIT are involved in the case. In order to avoid the building from collapsing, the Housing Department decides to spend huge sum of money to rebuild two blocks. The Department also plans to announce the news to the public to protect their interest.
